I’ve notoced that some earthquake s woth higher magnitudes don’t cause the most severe shaking. I also noticed that the Kobe earthquake caused very severe shaking.
Is there any possible way to determine which earthquake caused the worst shaking?

You would have to begin by defining “worst shaking” in some way and go from there. The Kobe quake shared with the most damaged parts of other earthquakes the fact that the buildings were built on ground that had been filled in – which is where the greatest destruction occurs – like the Mission Bay district in San Francisco and parts of Mexico City.
