If you have ever watched YouTube videos of the Kobe earthqauke, the shaking in this earthquake does not compare to any other earthqauke of the same magnitude, or really, any in general.
Why was the shaking so bad in Kobe? Were there any earthqauke to have caused more shaking than Kobe?

Although the earthquake was the same “magnitude” as others, it may have been very different. Like Josh said, if the city was not prepared for an earthquake, it would have appeared to do more damage than a place such as San Francisco where they are prepared for things like this. As for the scientific parts of it… It all depends on how the tectonic plates were moving underneath what we can see. If they were moving very rapidly or vibrating side-to-side, this could make the effects more devastating even if the magnitude is technically the same. Hope this helps!
